<p><strong>The host of the events is the I-Shou University, Kaoshiung </strong></p>
<p>As a comprehensive university, I-Shou University now has six colleges and over 15,000 students. Of all the departments, those associated with computer applications are Department of Electrical Engineering, Department of Electronic Engineering, Department of Information Engineering and Department of Information Management, as well as the College of Electrical and Information Engineering.</p>
<p>According to the Webometrics Ranking of some 20,000 universities worldwide announced in July 2010, the University was ranked 555<sup>th</sup> in the world, 54<sup>th</sup> in Asia, 9<sup>th</sup> in Taiwan, Province of China and 1<sup>st</sup> among the private universities in Taiwan, Province of China. Furthermore, the University won 1<sup>st</sup> and 2<sup>nd</sup> places in the 2009 International Robot Hands on Competition &amp; Symposium (IRHOCS), and had brilliant performance in holding large-scale events. In 2010, a total of nine teams represented the University in participating in the Taipei International Invention Show, and returned with six gold medals, two silver medals and one bronze medal.</p>
<p>It is believed that holding the 3 Cii &#8211; 2011 event: the 2<sup>nd</sup> World Cup of Computer Implemented Inventions, the 1<sup>st</sup> Cultural Innovation International Festival and the Challenges and Innovation -International Conference by the University will be an inspiration to local universities and colleges. Moreover, it is a rare opportunity to have talents from academic institutions and industries participate in the event, competing for the top award; demonstrate achievements in integrating theory and practice; and help Taiwan, Province of China gain exposure to the IT industry and the cultural innovation industry worldwide. The University expects a great benefit to globalization, international perspectives and international friendship.</p>
<p>By holding this 3 Cii &#8211; 2011 three-in-one event, it is expected to:</p>

<p><strong>What is a Computer Implemented Invention (CII)?</strong></p>
<p>The CII is the newest invention class. The peculiarity of this class is that a special computer program is an essential part of the invention. In this case the computer program is protected by patent, together with all the elements of the invention. The Computer Implemented Invention will be a form of creation characteristic of the XXI Century, as in for example the hybrid driven car, the modern washing machine, the air conditioner, or other computer controlled tools, etc. <strong> </strong></p>

<p><strong>What is the Second World Cup of CIIs?</strong></p>
<p><strong>Definition</strong></p>
<p>The Second World Cup of CIIs is an project of International Federation of Inventors’ Associations (IFIA) for the popularization of the computer technology in the field of creations.</p>
<p>This World Cup is a world wide competition, exhibition, and business event for new Computer Implemented Inventions (CIIs).</p>
<p>The working language is English.</p>
<p><strong>Information about the First World Cup of CIIs</strong></p>
<p>The First World Cup of CIIs  consisted tree parts and it was connected with international innovation events  in 2007and 2008.</p>

<li>Asia, Africa and Australia Semifinal – connected with INST Invention Show and Technomart Taipei, September 27-30, 2007</li>
<li>Europe and America Semifinal – connected with IENA Nuremberg, November 1-4, 2007</li>
<li>Final &#8211; connected with the Inventor Festival on 40th IFIA Jubilee, Suzhou 16-20 October 2008</li>
</ol>
<p><strong>Participation on </strong><strong>Second </strong><strong>World Cup of CIIs &#8211; Application</strong></p>
<p>Participants of the World Cup of CII are inventors who have invented a new Computer Implemented Invention. A patent application which was registered in the last five years period (since year 2006) is a requirement. Participants must be members of an IFIA organization.</p>
<p>Participants are expected to send an application form based on the IFIA 1000inventions.com system  to the IFIA Office by e-mail attachment. Deadline is: <strong>June 15, 2011</strong>.</p>
<p>The presentation of registered items is requirement. It may be by the way of in the presence of inventor/s or by the representative of an IFIA organization. The minimum criteria of the presentation is to show one poster (size 0.70X1.0 meter).</p>
<p><strong>Evaluation, jury and awards</strong></p>
<p>The evaluation of Computer Implemented Inventions will be based on the application form and on their exhibition in Kaoshiung. Inventions will be evaluated according to their inventiveness (where the main criteria is the quality of the computer program) with a weight of 35 %, possible future benefits with a weight of 35 %, and the quality of the actual presentation with a weight of 30 %.</p>
<p>The Jury panel consists of 9 international specialists of Computer Implemented Inventions. The Jury will score the inventions, and these scores will be the basis of awards.</p>
<p>Five Computer Implemented Inventions of an IFIA organization form a team which will be evaluated together.</p>
<p>The World Cup will be the highest recognition for the best individual competitor and for the best team. The other qualified inventors and teams will receive other prizes.</p>

<p>The cultural innovation is a new term. It was used before as the recombination of already existing elements in culture, as for example museum presentations, performance etc.</p>
<p>Our definition for CI connection of this event is broader.</p>
<p>The cultural innovation is the utilization of new things (object and project) which represent characteristic cultural value too. (See the IFIA ring in show in 2010, Nuremberg.)</p>
<p><strong>What is the Cultural Innovation International Festival?</strong></p>
<p><strong>Definition</strong></p>
<p>This is a world wide competition, exhibition, and business event for Cultural Innovations (CIs), organized by the International Federation of Inventors’ Associations (IFIA) for the popularization of this innovation form. The working language is English.</p>
<p><strong>Participation and Application</strong></p>
<p>Participants of the CII Festival are creators who have cultural innovation. The cultural innovation is the utilization of new things (object and project) which represent characteristic cultural value too. The presented new thing must be the intellectual property of the exhibitor. The forms of the presenting intellectual property:  invention, utility model, design, and copyright.</p>
<p>The presenting cultural innovation must be created in the last five years period (since year 2006). The participants must be nominated by an IFIA member organization.</p>
<p>Participants are expected to send an application form based on the IFIA traditional system to the IFIA Office by e-mail  attachment. <strong>NEW! </strong> Deadline is: <strong>June 15, 2011</strong>.</p>
<p>The presentation of registered items is requirement. The organizer provides 2&#215;2 square meters full equipped exhibition space for any items. There are two ways of presentation: in presence of creator/s or collectively by his/her/their  IFIA organization.</p>

<p>The aim of the Conference is to demonstrate and discuss innovations which satisfy necessities and demands in the 21<sup>st</sup> century; and the development trend and potential of CII and CI applications.</p>
<p><strong>Conference Details</strong></p>
<p>The Conference will focus on creations and inventions associated with computer applications, as well as experience-sharing, works and discussions on the correlation between creations &amp; innovations and the culture or cultural elements. Participants of this conference shall submit their works in the form of a paper. Participants shall adopt oral presentation: 20 minutes for presentation and 5 minutes for Q &amp; A session. Participating students shall present their works in the form of a poster. The format of the poster 0.7X1.0 meter.</p>
<p>The host University will do its utmost to establish the Patent Attorney’s Forum and the Patent Licensees’ International Workshop, and announce the results before April 2011.</p>
<p><strong>Participants</strong></p>
<p>Interested persons are welcome to register and attend the conference (Pre registration by e-mail  deadline on April 15, 2011. Innovation experts and students devoted to the conference theme may submit their writings or works in the form of a paper.</p>
<p>Innovation experts send an short abstract in English (about 100 words) via e-mail before the deadline on April 15, 2011.</p>
<p>In principle, the writings or works submitted by students shall be presented in the form of a poster.</p>
<p>Submissions accepted to the Conference will be announced before April 30, and the full text shall be sent to I-Shou University by the end of May.</p>
<p>The paper format will be announced later. <strong>Being present at the Conference in person</strong><strong> to give an oral presentation (poster for student contributors) is a prerequisite to having his/her paper to be published and graded.</strong></p>

<p><strong>Proceedings, Evaluation and Prizes</strong></p>
<p>Scholars and experts will be invited to form the jury. Jurors will select the top three from the list of the papers presented by the author(s) in person at the Conference, and award prizes and certificates of merit. Moreover, jurors will select several excellent papers from the list of the student papers, and awards prizes as well.</p>
<p>Proceedings of the Conference will be published, and papers accepted and presented by the author(s) in person at the Conference shall be included in the proceedings.</p>
<p>Evaluation criteria on the top three papers shall be on the basis of the quality of the paper, and the correlation with and discourse on the conference theme (computer implemented inventions and cultural innovations). Best students’ paper will also be selected and awarded.</p>
<p><strong>Except keynote speakers and invited speakers, authors and participants to CII Conference shall arrange meals and accommodations themselves; the University may offer relevant information upon request.</strong></p>

					<description><![CDATA[<p>&#160;  Ivo Josipoviæ the President of Croatia awarded András Vedres the IFIA President an Order of Croatian Morning Star with Nicola Tesla&#8217;s portrait on the occasion of the Croatian Republic Day for his continuous support of invention. <p style="text-align: justify;">The <b>EU patent</b> or <b>European Union patent</b>, formerly known as the <b>Community patent</b>, <b>European Community Patent</b>, or <b>EC patent</b> and sometimes abbreviated as <b>COMPAT</b>, is a patent law measure being debated within the European Union, which would allow individuals and companies to obtain a unitary patent throughout the European Union.</p>
<p style="text-align: justify;">Work on a Community patent started in the 1970s, but the resulting Community Patent Convention (CPC) was a failure.</p>
<p style="text-align: justify;">The &#8220;Luxembourg Conference on the Community Patent&#8221; took place indeed in 1975 and the <b>Convention for the European Patent for the common market</b>, or (Luxembourg) Community Patent Convention (CPC), was signed at Luxembourg on December 15, 1975, by the 9 member states of the European Economic Community at that time. However the CPC never entered into force. It was not ratified by enough countries.</p>
<p style="text-align: justify;">The EU patent should not be confused with European patents which are granted under the European Patent Convention. European patents, once granted, become a bundle of nationally enforceable patents, in the designated states. This can be expensive for both patentees and third parties in that enforcement must be carried out through national courts in individual countries, and revocation cannot be accomplished centrally once the nine-month opposition period has expired. The EU patent is intended to solve these problems, and also to provide a patent right that is consistent across Europe, thus fulfilling one of the key principles of the Internal Market in that the same market conditions should exist wherever in Europe trade is carried out &#8211; different patent rights in different countries presents a distortion of this principle.</p>
<p style="text-align: justify;">In view of the difficulties in reaching an agreement on the community patent, other legal agreements have been proposed outside the European Union legal framework to reduce the cost of translation (of patents when granted) andlitigation, namely the London Agreement, which entered into force on May 1, 2008—and which has reduced the number of countries requiring translation of European patents granted nowadays under the European Patent Convention, and the corresponding costs to obtain a European patent— and the European Patent Litigation Agreement (EPLA), which is as of 2010 only a proposal.</p>
<p style="text-align: justify;"><strong>The IFIA activity and EU Patent actions in 2007</strong></p>
<p style="text-align: justify;">Communication from the Commission to the European Parliament and the Council <strong>&#8220;Enhancing the patent system in Europe&#8221;</strong> (Brussels, April 3, 2007): <em>&#8220;The Commission of the European Communities is of the opinion that the creation of a single Community patent continues to be a key objective for Europe &#8221; </em></p>
<p style="text-align: justify;"><strong><b>The <a href="https://ifia.com/wp-content/uploads/2016/12/Declaration_about_EU_patent.pdf" target="_blank">IFIA Declaration 2007</a></b> (Budapest, January 22, 2007) expressed the necessity of Community patent. This document had been sent to the EU leadership and the EU members&#8217; Governments.</strong></p>

<p style="text-align: justify;"><strong>IFIA’s</strong><strong> point of view concerning to the upcoming EU patent</strong></p>
<p style="text-align: justify;"><strong>IFIA Declaration about EU patent</strong></p>
<p style="text-align: justify;">IFIA is the voice of inventors, as the unified and unique world federation of national inventors associations and innovation organizations from 88 countries. IFIA includes the majority of patent applicants, who are mostly independent inventors, small and medium enterprises, universities, research institutes and other non-profit organizations.</p>
<p style="text-align: justify;">                  The protection of inventions can only serve its purpose, if it is accessible on the relevant markets for all creators. Geographically widespread protection is a necessity. Today access to such protection is limited by its high cost. The costs of a wider international protection for an invention are so high, that a great majority of inventors are practically unable to protect their inventions.</p>
<p style="text-align: justify;">                  The European Union (EU), an economical and political formation of 27 European countries, having 500 millions people inhabitants represents a great market. Unfortunately, there is no one common patent, which would be enforced in all EU countries. The present situation consists of separate national patenting into the EU member states using the national languages. Due to the translation costs, the EU patent protection is 10 times more expensive than in the USA market.</p>
<p style="text-align: justify;">                  The cost reduction solution of patenting in the EU would be a patent system based on the Community Patent Convention (CPC). Work on the EU patent started in the 1970s, but the resulting CPC was a failure. It was not ratified by enough countries. The latest development in this field is the European Commission proposal <em>(“Proposal for a Council Regulation on the translation arrangements for the European Union patent” on </em><em>July 2<sup>nd</sup>, 2010.)</em></p>
<p style="text-align: justify;"><strong>The IFIA upholds the interest of the majority of patent applicants for fast realization of the EU patent.</strong></p>
<p style="text-align: justify;">Finally the IFIA strongly supports the above proposal which will accelerate innovation worldwide and it will not only be an efficient anti-crisis tool, but also be particularly beneficial for SMEs.</p>
<p style="text-align: justify;">This document is adopted by the General Assembly of the IFIA, in Nuremberg on the 29<sup>th</sup> of October 2010.</p>

<p style="text-align: justify;"><b>First to file</b> and <b>first to invent</b> are legal concepts that define who has the right to the grant of a patent for an invention. The first-to-file system is used in all countries except for the United States, which operates a first-to-invent system until the America Invents Act of 2011 is enacted into law by President Obama.</p>
<p style="text-align: justify;">In a first-to-file system, also called &#8220;first inventor to file&#8221; system, the right to the grant of a patent for a given invention lies with the first person (the first inventor(s)) to file a patent application for protection of that invention, regardless of the date of actual invention.</p>
<p style="text-align: justify;">The United States is unique in using a <i>first-to-invent</i> system. Canada and the Philippines had similar, although slightly different, systems until 1989 and 1998, respectively. Invention in the U.S. is generally defined to comprise two steps: (1) conception of the invention and (2) reduction to practice of the invention. When an inventor conceives of an invention and <i>diligently</i> reduces the invention to practice (by filing a patent application, by practicing the invention, etc.), the inventor&#8217;s date of invention will be the date of conception. Thus, provided an inventor is diligent in actually reducing an application to practice, he or she will be the first inventor and the inventor entitled to a patent, even if another files a patent application, constructively reducing the invention to practice, before the inventor.</p>
<p style="text-align: justify;">However, the first applicant to file has the <i>prima facie</i> right to the grant of a patent. Should a second patent application be filed for the same invention, the second applicant can institute interference proceedings to determine who was the first inventor (as discussed in the preceding paragraph) and thereby who is entitled to the grant of a patent. Interference can be an expensive and time-consuming process.</p>

</strong></p>
<p style="text-align: justify;">As the name implies a green invention is one that has a &#8220;green&#8221; purpose. Green inventions are environmentally friendly inventions that often involve: pollution-determination, energy efficiency, recycling, safety and health concerns, renewable resources, and more.</p>
<p style="text-align: justify;">Inventors should know that green inventions and clean technologies are good business now. These are fast growing markets. Consumers should know that buying realized green inventions can reduce the energy bill and that goods based on green inventions are often safer and healthier products.</p>
<p style="text-align: justify;"><strong>World Competition of Green Inventions 2011<br />

<p style="text-align: justify;">The World Competition of Green Inventions 2011 is introduction, evaluation forum and market palace of the environmentally friendly inventions organized by the Internatioanl Federation of Inventors’ Associations – IFIA and hosted by the International Trade Fair “Ideas-Inventions-New Products” – IENA, Nuremberg (27-30 October 2011).</p>

<p style="text-align: justify;"><strong>Introduction</strong></p>
<p style="text-align: justify;">The year 2011 will coincide with the 100<sup>th</sup> anniversary of the Nobel Prize awarded to Madame Marie Curie, the great chemist. The year will also be the centenary of the founding of the <a href="http://www.nature.com/nature/journal/v89/n2219/abs/089245a0.html">International Association of Chemical Societies.</a> Therefore the Executive Board of UNESCO endorsed the proposal for proclamation by the United Nations of 2011 as an <a href="http://www.chemistry2011.org/">International Year of Chemistry</a> (IYC).</p>
<p style="text-align: justify;">The chemistry is a creative science essential for sustainability and improvements to our way of life. The majority of the patented inventions are connected the chemistry as the protection of new chemical materials and processes. For this reason the obligation of the SPWiR and the IFIA is connecting to the series of IYC events to celebrate Madam Curie’s centenary and the chemistry by organization of the First World Competition of Chemical Inventions in Warsaw.</p>
<p style="text-align: justify;"><strong>Chemical inventions</strong></p>
<p style="text-align: justify;">Chemical inventions are technical creations in the fild of chemistry. The International Patent Classification (IPC), established by the Strasbourg Agreement 1971, provides for a hierarchical system for the classification of patented inventions according to the different areas of technology to which they pertain. The Section C refers to the chemical inventions.</p>
<p style="text-align: justify;"><strong>World Competition of Chemical Inventions</strong></p>
<p style="text-align: justify;">The World Competition of Chemical Inventions is introduction, evaluation forum and market palace of the chemical inventions organized by the SPWiR and the International Federation of Inventors’ Associations – IFIA and hosted by the International Warsaw Inventions Show – IWIS, Warsaw (3-5 November 2011).</p>
<p style="text-align: justify;"><strong>Participants</strong></p>
<p style="text-align: justify;">The participant items should be chemical inventions, according to IPC Section C, which will be presented on the IWIS 2011. The application for registration is requirement by completing of application form and handing down to IFIA booth on IWIS Hal; Deadline: 3 November.</p>
<p style="text-align: justify;">The registered chemical invention will be marked on its booth by IFIA chemical invention logo.</p>
<p style="text-align: justify;"><strong>Evaluation and prizes</strong></p>
<p style="text-align: justify;">IFIA Chemical Jury will evaluate the registered chemical inventions on 4 November. The IFIA covers the prizes (Chemical Invention Oscar, IFIA Laureates in Chemistry and IFIA Certificates) The Chemical Inventions’ Award Ceremony will be organized on 5 November, Warsaw.</p>
